CALL TO ORDER
The Regular Meeting of the Kenai Peninsula Borough Assembly was held November 19, 1991 in the Assembly Chambers of the Borough Administration Building, 144 N. Binkley, Soldotna, Alaska. The meeting was called to order at 7:30 p.m. by Assembly President Betty Glick.

Dave Broline of Coopers Lybrand, the auditors for the Borough, presented the final audit for FY 90-91 to the Borough Assembly.

AGENDA APPROVAL AND CONSENT AGENDA
Copies having been made available to the public, President Glick noted by title only all resolutions and ordinances on the Agenda and Consent Agenda.
At the request of assemblymembers, the following were removed from the consent agenda and placed in their appropriate position on the agenda:
Resolution 91-135: Establishing Advisory Council to Examine and Make Recommendations Regarding the Soldotna Maintenance Station (Moock)
Ordinance 91-55: Amending KPBC 5.12.150 to Provide for the Classification of Boats and Vessels for the Purposes of Taxation and to Establish Assessed Valuation on the Basis of Net Tonnage (Nash) Shortened hearing 12/03/91)
The following items were added to Item P, Addition of Late Items:
Resolution 91-137: Urging Alaska State Department of Transportation to Review its Policy on Repairs for Ferry Vessels (Sewall, Skogstad, Hodgins & Brown)
Resolution 91-138: Urging the North Pacific Fishery Management Council to Analyze and Implement Traditional Management Methods Prior to any Further Discussion of an Individual Fishery Quota System (Walli, Skogstad)
The agenda order of business was adjusted accordingly with the consent agenda now appearing as follows:

CONSIDERATION OF RESOLUTIONS
Resolution 91-124: Establishing the Capital Priorities of the Assembly for Fiscal Year 1992/93 (Mayor & Legislative Committee)
President Glick noted that a motion to adopt Resolution 91-124 was already on the floor and called for public comment on the resolution.
George Carnihan, North Kenai, spoke to Resolution 91-124.
MOTION Skogstad moved to amend Resolution 91-124 to add 3 Tyonek projects, $155,000 for Fire/EMS facility, $71,000 for clinic expansion, and $30,000 for community lodge renovation; $124,000 for CPEMS for fire station facility construction and equipment purchase; $30,000 for utility truck for Anchor Point Fire Service Area; Road Maintenance Service Area projects, $30,000 for bridge maintenance, $18,000 for bridge replacement for Lee Roy Avenue, $18,000 bridge replacement for Exit Glacier Road, $24,400 culvert replacement for Daniels Lake/Biship Creek, and $150,000 grant for up-front funding for borough-wide local improvement districts.

ASSEMBLY AND MAYOR'S COMMENTS
Assemblymember Brown
Assemblymember Moock commented on a letter received from the Anchor Point PTA regarding intramural sports.
Assemblymember Kyllonen spoke about personal property tax. He also addressed assembly reapportionment in the Anchor Point area and noted that the community will be split by a boundary line.
Assembly President Glick made the following announcements:
November 22 and 23 - House Transportation Committee area tour. There will be a public hearing at 7:30 pm at the Borough Building.
Quarterly litigation report
Monday, November 23, 1 pm, School District budget review committee
December 5, meeting with Legislative delegation, Assembly, School Board Service Area Boards and city councils. There will be a reception at 5 pm sponsored by Kenai Caucus.
The next meeting of the Kenai Peninsula Borough Assembly will be on December 3, 1991 at 7:30 p.m. in the Assembly Chambers of the Borough Administration Building.
President Glick also appointed a committee to review personal property tax to be chaired by Assemblymember Anderson. Other committee members: city managers from Kenai, Homer, Seward, Soldotna and Seldovia, a marine surveyor, the borough attorney, assessor and finance director, Mr./Mrs. Moore, Drew Scalzi, Doug Coughenour, Theo Mathews, and a representative from CIPSA and the charter boat owners.
