SUBJECT:    Ordinance 2005-19-47, appropriating $1,000,000 from the borough’s general fund balance to reimburse the CES capital project fund


            During its meeting of May 16, 2006, the assembly defeated Ordinance 2005-19-47 and Assembly Member Grace Merkes gave notice of reconsideration. While discussing this ordinance, some members expressed a willingness to consider a compromise, such as spreading the payments from the general fund to CES over time to reduce the immediate impact on the general fund.  

 

            Attached is a proposed substitute in which the repayment would be made in four installments of $250,000 per fiscal year. As the assembly cannot bind a future assembly to make appropriations, this ordinance would appropriate $250,000 from the general fund during FY 2006. For subsequent years it states that the assembly intends to also appropriate $250,000 in the FY 2007, 2008, and 2009 budgets to reimburse the CES capital project fund for its contribution to the emergency response center facility. Transferring the smaller amounts to CES would still enable it to acquire the equipment needed for the two new areas now included in its boundaries: Funny River and Kasilof. The substitute also includes more information about the rationale behind the CES request.

 

            Two versions of the same substitute are included. One shows the changes from Ordinance 2005-19-47 and the other is presented in final form.

 

            The administration respectfully requests the assembly reconsider this ordinance and pass the proposed substitute. Thank you for your consideration.
