MEMORANDUM

TO: Ron Long, Assembly President

Members, Kenai Peninsula Borough Assembly

THRU: John J. Williams, Kenai Peninsula Borough Mayor

FROM: Gary Davis, Roads Director

DATE: April 19, 2006

SUBJECT: Ordinance 2005-19-50, appropriating $885,868 to the Fiscal Year 2006 Road Service Area Capital Improvement Project Fund

This ordinance appropriates funds to the Road Service Area (RSA) Capital Improvement Project Fund for a specific list of roads. This procedure gets these funds to a position where awards for CIP construction bids for roads on the list can be completed by a resolution.

The RSA has broken down the CIP projects into phases, with Group A being the highest priority projects for CIP funding, and Group B as a list of projects to be funded with available remaining funds, after the Group A bid amounts are known. The RSA has a total of $855,868 available for FY06.

This process is geared to expedite award of RSA CIP projects, which will hopefully allow us to expend all of our allotted funds. In the past few years we have not had enough time to bid and award projects due to the requirement that the assembly enact an ordinance for each project.
