SUBJECT: Proposed Amendment to Ordinance No. 2006-19-09: An Ordinance Accepting $1.8 Million from the State of Alaska for Borough-wide Road Improvements and Appropriating the Grant to a Road Service Area Capital Project Account
Upon further review of the above-described ordinance the administration recommends that the assembly amend it to clarify that the individually listed projects must be submitted to the assembly by resolution for approval of the award to a contractor. This keeps the assembly informed as to the dollar cost attributable for each of the listed projects. The following amendments are recommended:
· Amend Section 1 as follows:
SECTION 1. That the assembly approves funding of the CIP projects listed in the Road Service Area Resolution 2006-01 not already approved, subject to the requirement that the award of a contract for each project shall be submitted to the assembly for approval by resolution. No contract may be awarded until after the grant agreement for these funds has been executed by the borough and the state.
· Amend Section 2 as follows:
SECTION 2. That the mayor is authorized to accept a grant from the Alaska Department of Commerce, Community and Economic Development in the amount of $1,800,000 for the borough-wide road improvements, and is authorized to execute a grant agreement and any other documents deemed necessary to accept and expend the grant and to fulfill the intents and purposes of this ordinance, subject to the provisions in section 1.
