SUBJECT:    Ordinance No. 2006-19-22: Accepting and appropriating a State grant for the Seward/Bear Creek Flood Service Area to update its flood hazard mitigation plan

Seward/Bear Creek Flood Service Area (“Service Area”) would like to update its flood hazard mitigation plan to include lessons learned in past flooding events. The Alaska Floodplain Management Program has funding available for this type of project. It has awarded $10,499.75 to the Borough, on behalf of the Service Area, to update and finalize a flood hazard mitigation plan.

 

The planning process generally follows a step-by-step procedure to define the problem, determine goals and objectives, review alternatives, and select those activities appropriate for the community. The updated/revised plan will need to be adopted by the Service Area Board, Borough Assembly, and the City of Seward. This process must be completed by November 15, 2007, when the grant expires.


            The Flood Mitigation Grant program requires a 25 percent match in non-federal funds. The match required for this grant totals $3,500.25. The Service Area has sufficient funds in its current operating budget to meet the matching requirements. The Service Area Board of Directors will consider acceptance of the grant and the expenditure of the matching funds at their meeting on September 11, 2006. The results of the Board’s decision will be provided to the Assembly prior to public hearing on October 10, 2006.
