SUBJECT:      Ordinance No. 2006-19-24: An ordinance accepting and appropriating a grant from the Alaska Division of Homeland Security and Emergency Management in the amount of $30,216 for Kenai Peninsula Citizen Corps Programs

In June 2006, the Assembly adopted Resolution 2006-053. This resolution officially recognizes the Kenai Peninsula Citizen Corps Council (KPCC Council) as a Borough program under our Local Emergency Planning Committee. The Council is currently made up of five members in addition to the Citizen Corps Coordinator. These members represent industry, public health, emergency medical services, the Red Cross, and amateur radio operators. The KPCC Council provides local program oversight and guidance. They have implemented two programs; one is the Community Emergency Response Team training and the other is the Fire Corps wildfire preparedness training.

 

             To assist local communities in preparing for disasters, federal grants are available through the U.S. Citizen Corps Program. The Alaska Division of Homeland Security and Emergency Management administers the Program. The Borough has received five previous grants to implement and operate the Kenai Peninsula Citizen Corps. The State recently awarded $30,216 to further the KPCC Council’s planning and training efforts.


             The State has requested that the obligating award document (grant agreement) be signed and returned to it by September 29th. Therefore, a shortened hearing date of October 10, 2006, is requested to expedite the grant award process. This is the earliest an ordinance can be adopted to accept and appropriate the grant. The State is aware of our timeline for returning the signed documents.


             The grant agreement states that no indirect costs are allowed. (See page 1 of attached agreement). The Borough’s policy, as adopted by Resolution 2006-036 states that “for grants and projects that do not allow an indirect cost to be charged, the respective cost shall be charged to the respective service area receiving the benefit of the grant or project.” This grant is for a Borough department funded with general fund revenues and, therefore, no service fee will be charged.
