SUBJECT:    Ordinance No. 2006-19-25: An Ordinance accepting and appropriating $100,000 from the State of Alaska for upgrades at the Nikiski Pool

 

 

The North Peninsula Recreational Service Area (“Service Area”) identified the need for replacing the ozone and filtration systems for the pool. The current system is 15 years old and can no longer be maintained. Replacement parts have been discontinued and cannot be found for the ozone system. Replacement of the system will help maintain better water quality and save taxpayers money because there will be a reduced cost for chemical consumption.

 

A request for funding a replacement filter system was included in the Borough’s 2006 State Funding Priorities as the Service Area’s number two priority. Funding for the project was included in Senate Bill 231, the State’s capital budget, which was passed by the Legislature and signed by the Governor in July 2006. The State Department of Commerce, Community and Economic Development has notified the Borough that $100,000 is available to the Service Area for replacement of the Nikiski Pool ozone and filtration systems. Ordinance 2006-19-49 originally appropriated $150,000 for replacement of the systems. Due to ventilation issues to be addressed the total project costs are now estimated not to exceed $160,000. This $100,000 grant will facilitate the lapse of $90,000 of the original appropriation and leave a remaining project budget of $160,000.

 

The Service Area Board will address the acceptance of this grant at its meeting on September 25, 2006. The results of the Board’s decision will be provided to the Assembly prior to final public hearing on October 10, 2006.

 

A shortened public hearing date has been requested. The ordinance is scheduled for introduction on September 19 and a requested public hearing date of October 10. This timeframe is only three days short of the required 25 days between introduction and public hearing. Your consideration of this request is appreciated.
