RESOLUTION 98-028 |
A RESOLUTION SUPPORTING PHILLIPS PETROLEUM COMPANY'S
TYONEK DEEP PROJECT IN COOK INLET
WHEREAS, Phillips Petroleum Company is currently drilling development
wells and beginning to detail engineering design to develop the Sunfish and North Foreland
oil sands beneath the Tyonek Platform, located in the upper Cook Inlet; and
WHEREAS, a pipeline to shore is required to move the oil to
market; and
WHEREAS, current plans include drilling three development wells,
installing oil production equipment on the Tyonek Platform, and laying a 27 mile six-inch
pipeline from the platform to the East Foreland; and
WHEREAS, the tentative project schedule provides for platform
equipment construction to begin in the Fourth Quarter of 1998, for the pipeline lay to
begin and be completed in the Second Quarter of 1999, and for oil production to begin in
the Third Quarter of 1999; and
WHEREAS, Phillips has met with and discussed the project and pipeline
route with representative from local effected stakeholders such as the United Cook Inlet
Drifters Association, the Kenai Peninsula Fisherman's Association, the individual
fishermen who lease the expected landfall for the pipeline, the Cook Inlet Regional
Citizens Advisory Council, the Nikiski Chamber of Commerce, and various other government
organizations; and
WHEREAS, Phillips has been operating the Tyonek Platform and the Kenai
LNG plant in a safe and effective manner for the past 29 years; and
WHEREAS, a pipeline right-of-way lease must be obtained from the State
of Alaska.
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KENAI PENINSULA BOROUGH:
SECTION 1. That the Borough Assembly supports Phillips Petroleum
Company's Tyonek Deep project, and the pipeline installation to East Forelands, and
encourages the various government agencies, Phillips, and other stakeholders involved in
the pipeline right-of-way permitting process to work closely together to ensure
expeditious handling of the permit approval, per necessary procedures, and to ensure
timely project construction.
SECTION 2. That the Borough Assembly supports Phillips Petroleum
Company's efforts in working with the Cook Inlet fishing industry and individual fishermen
to ensure the environmental safety of the Tyonek Deep Project and avoiding interference
with commercial fishing periods.
SECTION 3. That copies of this resolution shall be forwarded to
Michelle Brown, DEC; John Shively, DNR; Bryan MacLean, Cook Inlet RCAC; Jim Konst,
Phillips Petroleum Company; Glenn Gray, DGC; Alaska Department of Fish & Game;
NOAA/NMFS; U.S. Corp of Engineers; and EPA.
SECTION 4. That this resolution takes effect immediately upon its
adoption.
