A RESOLUTION PLACING A QUESTION ON THE OCTOBER 1998 BALLOT
REGARDING A HALF MILL INCREASE IN THE ROAD SERVICE AREA MILL LEVY TO IMPROVE MAINTENANCE
SERVICE AND INCREASE CAPITAL IMPROVEMENTS
WHEREAS, in 1981 road service areas were formed for maintenance
purposes only and were entirely funded by the state; and
WHEREAS, in 1985 the road service area powers were expanded to include
improvements to rural roads of the Kenai Peninsula Borough, and improvements were entirely
funded by the state; and
WHEREAS, in 1992 the road service area mill levy was approved by the
residents within the service area at .5 mill; and
WHEREAS, the borough comprehensive plan acknowledges that state
revenues are inadequate to meet road maintenance needs, and goal 4.1 of that plan is to
enhance revenues for road maintenance; and
WHEREAS, road maintenance funds in 1997 and 1998 were depleted before
the end of the fiscal year; and
WHEREAS, the road miles maintained by the road service area and the
amount of traffic continue to increase within the service area; and
WHEREAS, state revenues for municipal road maintenance and
improvements continues to decline; and
WHEREAS, the assembly recognizes the need for safe roads, continued
maintenance, and protection of previous service area improvements; and
WHEREAS, the Kenai Peninsula Borough Road Service Area has recommended
an increase in the mill levy as opposed to a reduction in service;
NOW, THEREFORE, BE IT RESOLVED BY THE ASSEMBLY OF THE KENAI PENINSULA BOROUGH:
SECTION 1. The following question shall be placed on the ballot at the
October 6, 1998 election:
Except for special assessments within an improvement district, shall the mill levy for
road maintenance and improvements in the Kenai Peninsula Borough Road Service Area, as set
by the borough assembly, be increased to not more than 1 mill?

SECTION 2. This resolution shall take effect immediately upon
enactment.
