TO: Ron Long, Assembly President
Members, Kenai Peninsula Borough Assembly
FROM: Milli Martin, Assembly Member
DATE: April 20, 2006
SUBJECT: Resolution 2006-047, authorizing the borough clerk to send notice of termination to KBBI and solicit proposals for radio broadcasting of assembly meetings
Mr. Becker of K-BAY radio recently contacted me to request the opportunity to bid on the broadcast contract for assembly meetings. The current contract with KBBI, for $550 per meeting, states:
Unless earlier terminated as described below, this agreement shall terminate on June 30, 2004, provided however, that a failure of the Assembly to give a termination notice by June 15th of each year will be deemed to be a determination by the Assembly that it is in the best interests of the Borough to not go out for a competitive bid and to sole source these services, subject to the appropriation and availability of funds. In that event, this agreement shall be automatically renewed as of July 1 of each such year, subject to the appropriation of availability of funds, on the same terms and conditions as are contained herein, unless amended in writing and signed by all parties.
I am sponsoring this resolution to give the assembly a chance to decide whether to seek new proposals for radio coverage of assembly meetings or maintain the status quo. This would help to ensure that the rates paid remain competitive. If the assembly chooses to seek proposals, then the clerk should issue a notice to KBBI to terminate the current contract, and the administration would issue requests for proposals. KBBI would remain eligible to submit a proposal. Your consideration of this resolution would be appreciated.
