SUBJECT:    Resolution 2006-063 Transfer of Maintenance Responsibility of Roads from State Department of Transportation and Public Facilities After the State Upgrades and Paves Certain Kenai Peninsula Borough Roads to Kenai Peninsula Borough Road Standards

This resolution indicates to the State of Alaska Department of Transportation and Public Facilities (ADOT) that the Kenai Peninsula Borough (KPB) approves its proposal to transfer maintenance responsibility of certain ADOT maintained roads to the KPB after the roads are upgraded and paved to KPB road standards. In exchange for the KPB taking over these roads, the ADOT will upgrade and pave some of KPB’s roads.


The roads ADOT wants KPB to take over are all contiguous to maintained roads and are located in Sterling at Mile 89, Sterling Highway. This is near Longmere Lake in the Central Region. The roads KPB is asking ADOT to upgrade are all located in the Central Region, and in close proximity to the ADOT roads. The farthest road from the Longmere Lake area is River Hills Drive, which is located off Kalifornsky Beach Road. KPB’s intent was to identify roads that meet KPB standards for paving and are located as close to the ADOT projects as possible. Staff believes it has done this. ADOT has reviewed KPB’s tentative list and has stated no objections.


In order to allow time to begin work this season, this resolution is submitted prior to the approval of the RSA board, which may result in some requested amendments depending upon the RSA board recommendations. The RSA board is expected to act on RSA Resolution 2006-09 at its June 13, 2006 meeting. This assembly resolution is included in this packet to expedite the transfer process, which will expedite the engineering and bidding of these projects.
