SUBJECT: Resolution 2006-069, authorizing award of a contract for the fire utility apparatus purchase for Bear Creek Fire Service Area and the redirection of previously appropriated capital project funds
On June 7, 2006, the Kenai Peninsula Borough solicited bids, on behalf of the Bear Creek Fire Service Area (BCFSA), for the purchase of a Fire Utility Apparatus. The Invitation To Bid was advertised in the Peninsula Clarion on June 11, 2006.
On the due date of July 12, 2006, one bid was received. It was deemed responsive and was carefully reviewed to ensure that minimum specifications were met. Attached is a copy of the bid tabulation sheet.
The total base bid price of $278,596 submitted by W. S. Darley and Company is acceptable and will be considered for approval by the BCFSA board at its July 24, 2006, meeting.
Funding for this contract is from multiple sources including previously distributed Spruce Bark Beatle Project interest earnings ($25,000), a previously appropriated State of Alaska Department of Commerce, Community and Economic Development grant ($71,500) and by redirecting previously appropriated but unspent funds from projects 04421 ($55,000), 04422 ($50,000), 05212 ($35,000), and 06422 ($50,000) to project 07422 ($190,000). Funds being redirected were originally appropriated for the purchase of Firefighting/Rescue Equipment and the establishment of new water supplies for the service area. The redirection will continue the original intent as the new apparatus is firefighting rescue equipment and will act as a new mobile water source for the service area once in service.
