NEW: UPDATED TOGGLE

 

The toggle now contains a "New Imagery" button. The new imagery consists of fixed-wing aerial imagery (resolution 2.5 ft) acquired primarily in May 2012. Where this is not available, it is supplemented with imagery from the SPOT-5 satellite (resolution 2.5 m/8.2 ft), year 2010. The gap in Cooper Landing and Moose Pass was supplemented with IKONOS

satellite imagery (resolution 1 m), year 2000.

BOROUGH WITH THE KPB FLEX

PARCEL VIEWER

 

The Kenai Peninsula Borough Flex Viewer

enables you to explore the borough map,

accessing detailed information using a variety

of applications, tools, digital maps, and free

data. It also includes advanced tools that allow,

for example, the creation of an elevation profile,

or the extraction of contours in a specific area.

 

Explore the user interface to gain familiarity with the available tools, or click on a tab above to find specific tool instructions.

USER INTERFACE

 

  • Navigation widget

 

The navigation widget can always be found within the map window. It allows you to interact with the map using traditional tools. Refer to the graphic at right for navigation instructions.

 

You can also interact with the map using the keyboard, or the mouse.

 

 

  • Flex Parcel Viewer Toolbar

 

The toolbar is located at the top of the map window. Each tool's functionality is described in and can be found by clicking the individual tabs above.

 

 

 

  • Basemap/Imagery toggle

 

The toggle is located at the top right of the map window. Imagery can be viewed, where available, at a scale of 1:62,500 or closer.

 

 

 

  • Overview Map

An overview map (displays your current extent within a larger map) can be viewed using the Click to Open Overview Map button at the bottom right of the map window. Click the button again to close the overview map.

 

Change your current extent location by dragging the red extent rectangle within the overview map to a new area.

 

 

  • Scale bar/Export map

 

The scale bar and export map icon can always be found in the lower left corner of the map window. The scale displays in both meters and feet. The digits appearing below the scale are state plane coordinates.

 

The export map icon allows you to export the visible map extent at any time, in .jpg format.

 

The Identify tool provides information on identifiable layers including Parcels, Wetlands, and Air Photos.

 

 

IDENTIFY A FEATURE

 

  • Click the identify button in the Flex Parcel Viewer toolbar, top of page.

 

  • Click once on the feature you want to identify within the map window; the

feature's attribute window will appear.

 

  • If multiple identifiable layers are turned on, use the scroll bar or arrows on the

right of the Identify window to view all contents.

 

   NOTE: to perform an identify on Wetlands or Air Photos, the layer(s) needs

   to be turned on within the Map Contents tool

 

   -Wetlands appear at a scale of 1:62500 or closer

   -Air Photos appear at a scale of 1:7800 or closer

 

 

 

VIEW A SURVEY PLAT

 

  • To view the parcel's survey plat (if available), click the Click to Zoom to Point

icon within the feature's attribute window. Or, click the smaller identify

icon within the feature's attribute window, then click the hyperlink that

appears.

 

 

  • To clear your identify selection, click the identify button at the top of the attribute window, then click the Clear button

 

 

 

VIEW THE KPB ASSESSING DEPARTMENT'S IMPROVEMENT DETAILS

 

  • Click the Property Details button at the bottom of the feature's attribute window.

NOTE: You will be redirected to the KPB Assessing Department's web page.

 

The Bookmarks tool allows you to quickly zoom to an area of interest. It also allows you to create

your own custom area of interestbookmark.

 

 

ZOOM TO AN AREA OF INTEREST

 

  • Click the Bookmarks button in the Flex Parcel Viewer toolbar, top of page.

 

  • Click on a visible area of interest within the list that appears, or use the slider bar/arrows on the

right to view additional areas of interest.

 

 

 

CREATE A CUSTOM BOOKMARK

 

  • Zoom to the area of interest that you wish to bookmark.

 

  • Click the Bookmarks button in the Flex Parcel Viewer toolbar, top of page.

 

  • Click the Add Bookmark button in the Bookmarks window.

 

  • Enter your Bookmark name (i.e. My House). This Bookmark will then appear at the end of the

default Bookmarks list.

 

  • To delete your custom Bookmark, click the Delete button next to the custom Bookmark

 

 

 

 

 

 

 

 

 

 

 

 

 

The Enhanced Search tool allows you to search and find features such as parcels, streets, and lakes.

 

 

SEARCH FOR PARCELS, STREETS, OR LAKES - TEXT SEARCH

 

  • Click the Enhanced Search button in the Flex Parcel

Viewer toolbar, top of page, or the Text Search button

in the Enhanced Search window.

 

  • In the Search Layer drop down, choose Parcels, Streets, or

Lakes

 

  • In the Search Layer Field drop down, choose an attribute to

search for (i.e. Owner Name, Physical Address, Lake Name,

Street Name, etc.)

 

  • In the text box, type the specific feature number or name

you are searching for (refer to the examples for proper format).

 

  • Click Search. The selected feature(s) will appear in the Enhanced

Search window; click the red square or line to the left of the

selected feature(s) to zoom to that feature. In the case of a Parcels

search, click the icon to the right of a selected feature to view

the survey plat (if available).

 

 

 

SEARCH FOR MULTIPLE PARCELS, STREETS, OR LAKES WITHIN A SPECIFIC AREA - GRAPHICAL SEARCH

 

  • Click the Enhanced Search button in the Flex Parcel

Viewer toolbar, top of page.

 

  • Click the Graphical Search button in the Enhanced

Search window.

 

  • Select a graphical search tool to select desired parcels; for

example, if you wish to select all parcels adjacent to a specific

street, click the Select by Line button.

 

  • Left click once on the first parcel; drag mouse to the last

parcel, and double-click to complete. Your selected parcels

will highlight in red, and each parcel's information will be listed

in the Enhanced Search window.

 

 

 

SEARCH FOR PARCELS, STREETS, OR LAKES WITHIN A SPECIFIC DISTANCE OF ANOTHER PARCEL, STREET OR

LAKE - SPATIAL SEARCH

 

  • Click the Enhanced Search button in the Flex Parcel

Viewer toolbar, top of page.

 

  • Select a parcel or parcels, a street or streets, or a lake or

lakes, by making a Text Search or Graphical Search

(instructions above).

 

  • Click the Spatial Search button in the Enhanced

Search window.

 

  • Enter a search distance value and select a measurement

unit from the unit drop down menu, then select the buffer color.

 

  • Click the Apply Buffer button to create a transparent

buffer.

 

  • Select to search entities of Parcels, Streets, or Lakes in the drop down menu.

 

  • Select parcels using one of the following methods:

 

              - Click the Intersected By button to select all Parcels, Streets, or Lakes intersected by the customized buffer

            - Click the Entirely Contained In button to select all Parcels, Streets, or Lakes entirely contained by the customized buffer

            - Click the Intersected by Envelope Of button to select all Parcels, Streets, or Lakes intersected by the bounding rectangle of the

              extent of buffer

         

  • To apply a different buffer, click the Clear button and repeat the above steps.

 

 

 

VIEW OR EXPORT SEARCH RESULTS IN TABULAR FORMAT

 

  • Perform a Text, Graphical, or Spatial Search

(instructions above)

 

  • Click the Show Results in Grid button in the top

toolbar of the Enhanced Search window.

 

  • View the contents of the Search Results window by

panning with the arrows or slider bars.

 

  • Export the contents of the Search Results window by choosing to Export to CSV, or Export to Txt. Click the

Export button.

The Draw and Measure tool allows you to draw and label points, lines, polygons, and text on the map, including measure distances and areas. It also allows you to save your drawings and labels for use at a later date.

 

 

DRAW AND LABEL A POINT, LINE, OR POLYGON, OR INSERT TEXT

 

  • Click the Draw and Measure button in the Flex Parcel Viewer

toolbar, top of page.

 

  • Click on one of the Draw tools to draw a point, line, or polygon, or click on the Draw text tool to insert text.

 

  • Choose the color, size, width, etc. of the point, line, polygon, or text.

 

  • Check the Show Measurements box to display measurements:

 

         - the Draw Point measurement units include three different coordinate systems; choose one within the Point Units drop down box. Determine the desired label font, style, color, and size, then insert a point on the map. The point's latitude and longitude will be labeled.

 

       - the Draw Line and Draw Freehand Line measurement units include feet, miles, meters, or kilometers; choose one within the Distance drop down box. Determine the desired label font, style, color, and size, then draw a line on the map. The line's distance in the selected measurement unit will be labeled.

 

       - the Draw Rectangle , Draw Circle , Draw Ellipse , Draw Polygon , and Draw Freehand Polygon measurement units include feet, miles, meters, or kilometers; choose one within the Distance drop down box. Within the Area Units drop down box, choose from square feet, square miles, acres, square meters, square kilometers, or hectares. Determine the desired label font, style, color, and size, then draw a polygon on the map. The polygon's area and perimeter in the selected measurement units will be labeled.

 

       - the Draw Text tool allows for the insertion of customized text. Type your customized text within the Text box. Determine the desired text style, font, color, and size, then click on the map where you wish for the text to appear.

     

     

     

    EDIT OR DELETE DRAWINGS

     

  • To edit the position or size of a point, line, or polygon, click on the drawing to select; move the drawing by left-clicking and dragging, or resize the drawing by moving the drawing's vertices. If Show Measurements is checked, then the measurement units label will update.

 

  • To clear an individual drawing or label, select the drawing or label, right-click, then select Clear Feature.

 

  • To clear all drawings and labels, click the Clear button within the Draw and Measure window.

 

 

 

SAVE GRAPHICS AND LABELS

 

  • To save your drawn graphics (and labels, if desired) or customized text, click the Save Graphics Layer button at the top of the Draw and Measure window.

 

  • Save the .txt file to your desired location

 

  • To open the saved file and apply it to your map at a later date, click the Open Saved Graphics Layer button . Select the previously saved .txt file, then click Open.
The Print tool allows you to title your map, and print it in portrait or landscape orientation.

 

 

TITLE AND PRINT YOUR MAP

 

  • Click the Print button in the Flex Parcel Viewer toolbar, top of page.

 

  • In the Title text box, type the name of your map; this title will appear on the bottom

of your printed map.

 

  • Select a map layout orientation, either Portrait or Landscape.

 

  • A Print Preview window will appear; close the window to exit the Printing dialog, or

click on Print Map to select printer options and print.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

The Map Contents tool controls Layer Visibility, by allowing you to turn specific layers on and off, and to set each map layer's transparency.

 

 

TURN MAP LAYERS ON OR OFF

 

  • Click the Map Contents button in the Flex Parcel Viewer toolbar, top of page.

 

  • Toggle the Map Contents window using the arrows and/or the slider bar on the right.

 

  • Turn a layer on by checking the box to the left of the desired layer; turn a layer off

by again checking the box to the left of that layer.

 

 

 

VIEW A MAP LAYER'S DYNAMIC LEGEND

 

  • To view a dynamic legend for the Existing Land Use, Ownership, or Wetlands layer,

turn the layer on, then click the Show Dynamic Map Legend button . If one or

more of these layers is turned on, multiple legends will be shown.

 

  • To return to the Layer Visibility list, click on the Layer Visibility button at the

top of the Map Contents window.

 

 

 

ADJUST THE TRANSPARENCY OF A MAP LAYER

 

  • Turn the desired map layer on by checking the box to the left of the layer.

 

  • Click the Set Map Layer Transparency button to the right of the checked layer.

 

  • Use the slider bar that appears to adjust the percentage of transparency.

 

  • Click the Done button to the right of the slider bar when finished.
Miscellaneous tools include Google Street View, Zoom to Latitude/Longitude, Elevation Profiles, and Extract Contours.

 

 

GOOGLE STREET VIEW

 

  • Click the Miscellaneous Tools button in the Flex Parcel Viewer toolbar, top

of page.

 

  • Select Google Street View

 

  • In the Select Content Form drop down, select Street View Only (for Street View

only), Google Map (for Google Map only), or Street View - Google Map (for a split

screen of Street View and Google Map).

 

  • In the Select Window to Open Content drop down, select Open in Flash (opens in

same browser window), or Open in new browser window.

 

  • Click within a right of way for Street View content.

 

 

 

ZOOM TO A SPECIFIC LATITUDE/LONGITUDE

 

  • Click the Miscellaneous Tools button in the Flex Parcel Viewer toolbar, top

of page

 

  • Select Zoom to Latitude/Longitude

 

   NOTE: This tool assumes WGS 84 decimal degrees to 6 decimal places

 

  • Enter a latitude value.

 

  • Enter a longitude value.

 

  • Click Go!, or Clear to re-enter values.

 

 

 

CREATE AN ELEVATION PROFILE

 

  • Click the Miscellaneous Tools button in the Flex Parcel Viewer toolbar, top

of page

 

  • Select Elevation Profiles

 

  • Step 1 - Select an area for the profile creation:

 

   · Western Kenai Peninsula - western Kenai lowlands (view area)

   · Eastern Kenai River Watershed - east portion of the Kenai Watershed (view area)

   · Kenai Peninsula Borough - entire borough (view area); select this area ONLY if

     outside of Western Kenai Peninsula or Eastern Kenai River Watershed areas

 

  • Step 2 - Draw a line (straight line with two vertices only), a polyline (straight lines with multiple vertices), or freehand line (freehand lines with multiple vertices)

 

  • Once a line is drawn, an Elevation Profile popup window will appear within the same browser. Right click the Elevation Profile popup window to Print, or click Save Chart in the original Elevation Profiles window to export the chart as a .png image.

 

 

 

USE THE ELEVATION PROFILE INTERACTIVELY

 

  • Create an elevation profile (instructions above).

 

  • In the Elevation Profile popup window, mouse over the profile line; the red cross hair in the map viewer will follow your movements.

 

  • You may also mouse over any point of the profile line to view altitude (height or depth in feet) information of a particular point, as well as the distance (in feet) from the starting point of the elevation profile.

 

 

 

 

EXTRACT CONTOURS OR A DEM

 

  • Click the Miscellaneous Tools button in the Flex Parcel Viewer toolbar, top

of page

 

  • Select Extract Contours

 

  • Step 1 - Select draw shape to extract data

   Polygon, Freehand Polygon, Rectangle, Circle, or Ellipse

 

  • Step 2 - Select layers to be extracted

   Contours or DEM

 

  • Step 3 - Select export file format

   File Geodatabase (.gdb), Shapefile (.shp), Autodesk AutoCAD (.dxf or .dwg), or

   Bentley Microstation design v8 (.dgn)

 

  • Step 4 - Select raster format

   ESRI GRID, File Geodatabase (.gdb), ERDAS IMAGINE (.img), Tagged Image

   File (.tif), Graphic Interchange Format (.gif), or Joint Photographics Experts

   Group (.jpg)

 

  • Click the Extract button
