Violent Crimes
Each city tracks incidents of crime through a standardized procedure based upon property or violent crime definitions.  Those definitions are:
Property Crime - Offense involving property only. No assault to persons are involved.  Categories involved:  arson, burglary, embezzlement/theft, fraud/forgery, trespass, vandalism/criminal mischief, and vehicle theft.
Violent Crime - Offense involving assault to a person.  Categories involved:  assaults, resisting arrest, robbery, sex abuse/assault, stalking, weapons offense.

The City of Kenai implemented new management software, effective 2001.  The increase does not reflect an increase in crime, but rather more accurately defined activity.

According to the U.S. Census Bureau, the 1990 violent crime rate per 100,000 in Alaska was 525, placing Alaska in 25th place among states with a national rate of 732 crimes per 100,000. During 1997, the Alaskan rate had moved up to 701 per 100,000, ranking 10th in the nation, which had an average of 611 violent crimes per 100,000 population.
Alaska had 477 federal and state prisoners per 100,000 during 1990, increasing to 692 by 2000. The U.S. average was 311, increasing to 465 with Alaska 3rd in the national ranking for both years.
